Its not true that Indians are not good at technology as the others. They are simply not upto the mark. Reasons being.

Lets take a look at our education system. First of all we have an outdated system. In engineering you are taught about the outdated stuffs nothing new. Whatever you are studying in your college is too outdated when you start working so you have to spend extra money to catch up with the latest technology.
Also in India your grades define everything. Doesn't matter if you understand the concept or not. If you have a good memory and are able to memorize everything you read, then you will get good grades and you will be considered a brilliant student.
For the primary and secondary education you are learning the basics but kids are taught only to get good grades. They are not groomed to be capable. Nowadays the system is changing but the Indian mentality has yet to change. Its all about how you score in your test or exam. I get the pun from A to Y but then Z is Zero Marks in exams, now that shows our mentality towards education. A guy who scores 100/100 is smart and the one who scores 35/100 is dumb. Had Einstein been an Indian he would be considered dumb. Bill Gates would be considered stupid.
In India, a person who doesn't know English is considered an illiterate even if he has a major in other language. People who speak in native language are looked down upon. Trying to be westernized, we have forgotten our base values. We belittle our culture, our native language, traditions etc. Though the westerners are trying to learn about the Indian traditions and culture, Indians are more keen to be western.
Anyway lets talk about education. As I was saying, in India the perception of a smart student is based on his/her grades. Back in 2005 when we had campus interview in our college, we had companies like Wipro, Infosys etc who conducted interviews. The basic eligibility criteria back then was atleast 80% in your 10th, 12th and First Class with Distinction (70%) in all semesters in B.E.
Even or a walk-in interview Infosys asked for 80% in academics. They did not consider those who excelled during engineering but were bad in academics during school days. This shows how academics is considered to be more important than his IQ or knowledge.
This is one of the examples of how educational system grades students based on his marks. These kind of students miss an opportunity to make their mark many a times because they feel dejected(especially with the society talking to their parents boasting about how their kid is placed in an MNC. Some ended up doing post graduation, those who were financially good tried for Competitive entrance exams and went abroad, some of them didnt lose hope and got into start-up companies for a lower package and some got into BPOs where their knowledge is not used to their potential.
Well that’s about those whose academics in the initial stages were not good. Now lets take a look at toppers.
Most toppers who were always keen in acquiring knowledge didn't stop at graduations. They also did their masters abroad and some finished their PhD. These intellectuals who went abroad were hired by the companies abroad with a good package. Initially some of them joined to get good experience and most of them always wanted to work abroad for better opportunities. Once they started working over there, they realized that in India they have very few options in their field or the package is way lower than what they earn abroad and ended up staying back. Causing brain drain.
Coming to Brain Drain, Indian government has not shown any interest in stopping the brain drain happening at all. Would the Indian government be able to pay an Indian scientist the same amount he is paid abroad? Nope, they wont even give him half of what he earns there. Normally his savings there will be greater than what he would earn here in India so he would rather stay abroad where his knowledge and work is appreciated better. Even if he decides to come back to India not worrying about the pay scale, he will see that the support he gets for his research is always inadequate. So he will go back abroad to continue his research.
Growth in India - If you are working you must be aware how the growth in India is. The major factor for your growth is bucketing the higher ups. No matter how talented you are unless you are able to bucket your boss you will not be able to grow. Many people who are talented are stuck in their growth mainly because they do not believe in pleasing their higher authorities. Its become a trend nowadays, if you are in the good books of your boss then you will be promoted regardless of your talent or performance. Bucketing has become the new form of bribing in the corporate. Hence the talented ones end up at the bottom of the hierarchy and the shameless ones move up the ladder.
So gist of what I meant to say is that Indians who are good with technology either go abroad and settle there or they end up with inadequate opportunities to prove their worth. Hence outlook of the Indians staying in India looks like they are not very good in technology.
